Tony E. Crapp, Sr.
Tony E. Crapp, Sr. was appointed to the position of Executive Director of the North Miami Community Redevelopment Agency (NMCRA) effective June 5, 2006 by a vote of the Mayor and City Council of the City of North Miami in their capacity as the NMCRA Board on May 23, 2006. He holds a Master of Public Affairs with a concentration in Urban & Domestic Public Policy from the Woodrow Wilson School of Public and International Affairs at Princeton University (1976) and a Bachelor of Arts in Government, cum laude from Harvard University (1974).
Mr. Crapp has over thirty (30) years of quality professional experience in county/city management and administration, urban and community economic development, business development programming, economic analysis, economic and community planning, affordable housing development and budget and financial management/analysis. This experience includes all aspects of administration, organization, planning, financing and execution associated with the urban and community development and redevelopment processes. Mr. Crapp’s experience includes the design, development and implementation of economic development programs, incentives and strategies to attract new business and investment and to facilitate the expansion and retention of existing business enterprises.
Prior to his appointment as Executive Director of the North Miami Community Redevelopment Agency, Mr. Crapp served as the first Executive Director of the Miami-Dade County Community Redevelopment Office from February 21, 2006 through June 4, 2006. Previous to that appointment he served for more than 4 years (from December 10, 2001 through February 21, 2006 ) as Miami-Dade County ’s Assistant County Manager for Economic Development Initiatives. Tony’s responsibilities as Executive Director of the CRO included oversight, review and monitoring of the activities of all municipal and UMSA area CRAs; evaluating the feasibility of new CRAs or alternative approaches to stimulate development and address the incidence of slum and blight in targeted areas; developing findings of necessity to determine the need for a CRA for consideration by the Board of County Commissioners; developing redevelopment plans for CRA areas; developing exit strategies and alternative funding approaches to the use of TIF revenue bonds for existing and new CRAs; negotiating tax increment financing agreements between the County and a CRA ; and Chairing the County’s Tax Increment Finance ( TIF ) Coordinating Committee. As Assistant County Manager, Tony was responsible for or liaison to a wide variety of County departments and agencies as assigned by the County Manager including the following: Office of Community and Economic Development, Consumer Services Department, Metro-Miami Action Plan, Miami-Dade Empowerment Zone Trust, Task Force on Urban Economic Revitalization, Miami-Dade Housing Agency, Miami-Dade Housing Finance Authority, Homeless Trust, Department of Human Services, Community Action Agency, Children’s Trust, Alliance for Human Services, Youth Crime Task Force, International Trade Consortium, Department of Business Development, Greater Miami Visitors and Convention Bureau, Beacon Council, Chambers of Commerce, Anti-Predatory Lending Task Force, South Florida Employment and Training Consortium, Juvenile Assessment Center, and the Miami-Dade County Social and Economic Development Council.

Mr. Crapp served as the President of the National Association for County Community and Economic Development (NACCED) from 10/04-10 /05. In addition, from 10/05-06 /06, he served as the NACCED Representative to the Board of Directors of the National Association of Counties (NACo) and also served as the Governor-appointed member of the Board of Directors of the City of Miami Downtown Development Authority from 08/02-06 /06.
